Report: Ukrainian Forests

Summary

Ukraine's forest area spans 10.4 million hectares, with 0.5 million heavily mined. Currently, 100,000 hectares are affected by military operations. 

The Ukrainian State Forest Corporation is Europe's largest forest owner, employing 30,000 workers and managing an area of 6.6 million hectares. The State Forest Service implements state forest policy under the Ministry of Environment, managing 73% of Ukraine's forests. The remainder belongs to municipalities and the military, with less than 0.5% in private hands.

In 2021, Ukraine initiated a major forest reform with EU support, separating management and control. 389 state enterprises were merged

into one forest company named Forests of Ukraine. In 2021, Ukraine ceased the direct sale of timber and shifted to online auctions, implementing electronic accounting systems.

Increased surveillance has reduced illegal logging and the black market timber trade. Forest resource monitoring has been enhanced and digitized to prevent counterfeit permits. 

Next, the Ukrainian State Forest Corporation will be privatized as a joint-stock company. The wood processing industry is welcomed in Ukraine, and all market players have transparent access to timber markets.
